How about lowering the bar with the starting gear. It's been relentless->Wrathful for 7 years now.
A change about Deadly->Furious, or Furious->Relentless would be interesting.

I would love to see furious pvp gear as the starting point, with trinkets being limited to what they were before (lvl 217 I think). This would lower the PvP pace where ele shams and destro locks can...
