You can't. There's no set time frame, but as long as it's necessary. That sort of transfer isn't available and likely won't be until the faction lock isn't necessary anymore.

The queue moves based on people logging off/disconnecting and donors logging in. No people leaving and/or donors logging in can make the wait be much longer, even in a much shorter queue.
