All raids in WOTLK can be entered the second you hit 80, no worries there.
Ruby Sanctum is actually the last raid of the expansion and most groups require 6k+, tho it's not even close to HC ICC...

It's a buggy lottery the way you mentioned. Sometimes it works, sometimes not. The system occasionally registers you leaving the dungeon before it registers what bosses, if any, are dead.
