It's as simple as that. "Fresh" means starting from the beginning of WotLK PvE and doing progression as if the server is new. It means entering Naxx with pre-raid gear and working your way up.

I'm sorry, I'm not sure what you're trying to say. Gearscore is nothing more than a basic benchmark for how someone's gear is looking, not the sole criterion for whether people get invited to raid.
