I think you've misunderstood what Proterean wrote. You can only get the mount from the daily bag in Icecrown. Headless Horseman can be farmed but he won't drop the mount. He will drop other stuff...

It's bugged. There are six reports regarding the issue on Bugtracker (The latest report was created two weeks ago). I suggest you check it and upvote the report with highest priority.
So according to the calender, Brewfest is supposed to end 5th October 11:59 PM server time, and yet the event ended 30 minutes ago. What is the meaning of this?
