If you want to transmog a set from a different class there's only one choice: t3
because it was a class quest reward and has no class restriction

If somebody doesn't accept , it doesn't make it a bug.
Log in 5 different accounts and queue them singularly, you'll see that you will eventually get all your 5 toons to join the same rdf
