Pandaria havoc bugged or intended?

i have gylphed havoc so when i use it i get 6 stacks

with 6 stacks i should be able to cast and duplicate 6 single target spells and/or 2 CBs
on warmane CB consumes all 6 stacks instead of just only 3 and conflagrate consumes 2 stacks instead of 1
if i cast CB with 6 stacks it consumes all 6 stacks,and if grim of sac is applied it will leave behind a dot on both targets
if i cast 3 single target spells and cast CB with 3 stacks left with grim of sac applied,it will only leave behind the dot on the primary target

if anyone has some knowledge about this that its not a bug pls share it with me

It's a bug. I've played throughout the MoP expantion on global server, it worked like you said. CB should always consume 3 stacks and every other spell 1 stack of havoc. It includes Shadowburn too. Shadowburn is not transferred via Havoc at all (it should've been transferred even 3 times if you casted shadowburn 3 times on other targets). CB should leave a dot on every target it hits when you use GoSac.

Havoc is very buggy right now.
