Icy Weapon enchant.

Hello,

as i remember, back on Molten, and at the beggining of Warmane realms, using this enchant was bannable, because of bug it had 100% (or nearly 100% proc chance), so it was leading into permanent slow.
I came back to game now, i tested it and proc chance is waaay lower, sometimes i have 1, or sometimes even 0 procs for whole duel.
So i wanted to ask, what is the current state of this enchant? seem's to be fixed, so can we use it legit? or it still leads into ban?

It does proc normally
Im a 60 twink
And lvl 60 + every level it looses proc chances by a rate of 3-4% per level
So you got like a 1% proc chance with you're level
