I'm pretty sure it is but don't take my word for that. If you find the programs please share them as I've been having difficulty myself finding a proper version of MES. I could tell you how to do that manually if you like but it wont be as good

copy it in ur game location ..\Games\WOW TBC\
no need to run setup because it already is installed in that folder I think in the downloaded archive
then do these settings after u open MES.exe and click Race Changer:
in first line you select where your data folder is like ..\Games\WOW TBC\data
2nd is ..\Games\WOWTBC\data\patch-3.MPQ - it doesnt matter that it doesnt already exist, it doesnt replace the patch2 or other files.
select the race that you want to change and the one that you want to have it look
Tick 'Helm Fix'
then do 'Create list" and wait to do it
then do 'Convert' and wait
then run wow from WowME cuz otherwise the change wont work
my problem is that my tauren looks ******ed and blue http://i.imgur.com/Uxk6DE6.jpg with some of the face options but its ok I can just pick another that works. But the hair colour is a weird white. http://i.imgur.com/GIeawfh.jpg Do you know how to fix this?
oh and the animation is kinda bad. The tauren is like 1/3 smaller than normal tauren ( its the same size as orc) and the feet movement animation is quicker.

it might be considered exploitation, since it changes the ingame files.
In retail it was banned because it was possible to exploit with it. Makeing you get lower hitbox or larger Melee range than you race should have.
+ You can cheat in WSG with WOWME.
They can't actually tell if you've done subtle model edits on your character like he's trying to do, but if you do something ridiculous like walk under the ground in wsg they'll have other method that would catch you! xD
Your probably going to have to really go under the hood to sort that kind of issue out, You'll probably have to extract the textures files manually out of one of the MPQs and manually switch them (It might be that one race has more selections than another and so it doesn't have a replacement) Look for: mywarcraftstudio to fiddle with patches
The height thing is not going to be easily fixed (I'm not even sure you can) Since its probably related to the height your character is suppose to be! Taurens are pretty big object to stretch to, Have you tried something else like Human?
You'd have to edit dbc files and make a patch to get an accurate race change.
