Checked the service tab on website and didnt see it, but i see for other servers.

Of course there is, but you have to buy it in game.

You have to be level 40+ I think, same as in retail. Go to any class trainer after you get 40.

Requirements for Dual Spec:

Level 40 or above.
1000 gold.
