They are two wholly different servers. On one hand, you have Lordaeron, a server with standard rates, where we're in the middle of the available PVE content and about to start Arena Season 7.
On the other, you have Icecrown, that has custom, 7x rates, where Ruby Sanctum and Icecrown Citadel have been cleared since forever. It's dominating Lordaeron in terms of population, though, and it seems as though Lordaeron is in a steady decline, which I personally fear to become an even bigger issue with the release of some of the, in my opinion, most disappointing content World of Warcraft has ever had.
