Lag-ping-ms

I'm having problems with lag / ping / ms. I can not play I'm in a capital and my latency goes up between 9k and 18k. It is impossible to play, there are days that I can play normal but there are days that I do not, I have colleagues from my own country and the same thing is happening to him. It is not the internet because I can see the 1080 videos well and play other games without problems. The computer either since I have a good pc gamer. Yeah same problem here in most pservers. Something to do with the internet connecion
