Quest stop the fires

I need this quest for the hallows end achieve, but i aborted it and i cant retake it in Razor hill.

Any suggestions how i can get the quest and finish it?

The quest has a 30 minute spawn time. Just wait and it will reapear

30 minutes respawn timer, you need to accept the quest and then the headless horseman appears and burns down the city.

Quick Advice, go to Falconwing Square, it only has 2 buildings and it can easily be completed alone.
