A guide to northern cloth scavenging

Wonder if someone can help. I heard the item in the title was bugged and would actually affect your chances of cloth dropping for the worse.

Is this true or have i been misinformed!?

I believe it was fixed already.

My bag gets spammed full of this book and every time I have to manually delete it. Does anyone know if this has been fixed because is sure dose not feel like it.
