Can i ask why is Pyroblast delay is not in game for firemages? i made a report with a proof that i know how it should work but 15 min latter my report got dismissed is there a reason behind this?

I think you are talking about scorch, as that section of the video is showing a delay on scorch.

Sorry for long delay but i am not talking abut scorch i am talking abut the part where you get second pyroblast while still having pyroblast proc , i tryed to be as cleared as much as i can , at 5:30 part you can see that he haves 4 crits in a row and while able to cast pyroblast after pyrbolast in a row without "OVERLAPPING " Pyroprocs

Also what i am trying to say when you get Pyroproc and heating up and you get another crit the first pyroproc is currently in game lost there for lost of time and damage.
