There are now options for displaying health and mana values on your health/mana bars for you/your party/your target and to display that information either as percentages or as numbers.
How about they just stick to numbers and if you want percentage you just enable it in Options. It's far more easier.
If when you say "they" you mean Blizzard back in 2006, sure. That's a client thing, not a server thing.

That's not aclient thing, that's your emulator thing. Read the patch notes again, this warmane client is missing lots of features, like name randomizer, lots of chat settings etc.
i also dont think its client think, lately because of the TBC hype was testing few TBC server and they all had hp/mana values.
This. If we can get HP/Mana as numbers it would be great. Those who wants % they can enable it.
Yes those option were added in patch 2.3, it will let you see health in numbers for your target, but only targets that are in your group. The patch note is simply vague/simplified.

This is the patch that made it so you could see any unit health in numeric value.Health values appear on targets; mobs, boss, NPC, or player (regardless of group or faction).
Here's also a retail TBC video from patch 2.4.3: https://youtu.be/ArS1w1jgKw8?t=3m50s
As you can see, he is seeing all numbers of player/party mana & health in numeric values, the only thing that is displayed in % is the enemies health. This would be impossible to accomplish with the interface options if you actually were able to see actual health values of enemies.
Same can be seen in Hydra 6: https://youtu.be/QyTyNaiEJKs?t=8m40s
He target his party member and he is seeing his health in numeric value, he then switches to an enemy and health is displayed in %.
I hope this clears any confusion.

Thank you!
I tried to find right info, but failed and was puzzled. Because in the past i saw that one too. (why i said it is blizzlike in my 1st reply)
Well... I was going to address arnisgd and who needs to read patch notes better... but svendl already covered it with sources and demonstrations... so I'll just enjoy some popcorn.
Sources and demonstrations and the patch notes are correct 3.0.2 patch notes addresses totems pets machines and other non player controlled units. Hydra always had his enemies in percentages, so that's false info. So I will just repeat myself moltens server emulator is either badly edited or outdated, couse the client should let us do that it already has the option but its just not working meaning is server side problem, same as other isues that's is not existant couse of server side, like chat problems name randomizer etc. And also as one of the above users mentioned most of the other serves has this feature working, why shouldn't we have it either?
