    Where is Wind Trader Zhareem?

    Where is Wind Trader Zhareem that gives the daily heroic quests? They reward badges of justice, he is supposed to be in Lower City but I can't find him?

    He'll be there in a later patch, I think it's when Black Temple is released, not sure about this tho.
