There is a long thread about Black Lotus being difficult to find, the times, and it being farmed by bots. i believe the response from the team was that it will now be available while picking other herbs (Small chance). i didnt read each and every post but this simulates a bit more of WotLK.

Since we have no information from the warmane staff, let us be helpful. Let anyone who has had a Lotus drop from a specific herb tell here. I start - Mountain Silversage , Dreamfoil, Plaguebloom.

There is plenty of info about herbs from Staff. https://imgur.com/a/CeYnkCb I've only seen them drop from Mountain silversage twice and from plaguebloom twice.

If let's say you were to camp a herb with 3 min respawn time and pick it every time it respawns at 0.5% drop chance it would take you 10 hours to pick 200 herbs and get a Black Lotus.
