No its only BiS for plate and works fairly well on sub rogues in pvp because of find weakness. For other agility classes its pretty bad since without find weakness, the proc is pretty unimpressive and the other melee agility classes cant be human so they have to sacrifice a better trinket for it.

Pretty useless trinket, wouldn't take it instead Vial / Bursting PvP or Wrath of Unchaining in PvE.
