not sure what are you talking about haste caps for HOTS works that is pretty much only cap which you have and you gotta choose which break point you want to stop at.. then priority is (after 22K SP) mastery>int spirit depends how much you spam regrowths but you should be good with nourishes so not that much spirit at all and you can go whaterver you want then :)

At the moment haste does not work correctly on Hot, so is totally useless for a restoration druid.
