Cardinal Ruby Quest.

I recently noted that the quest "Cardinal Ruby" was doable again despite me having done it previously. So I picked the quest and completed it and it seems to be repeatable again. Should this quest be doable multiple times or is it a new bug that came as of recent?

I too finished the cardinal ruby quest and behold, he had another quest, for the same thing.
