Weeping Cave in Western Plague-lands. You target the blue jellies and when they die 4 smaller jellies spawn these drop hakkari gear.

Actually getting those drops isn't blizzlike on all private servers. Those items should drop from a QUEST only. A report has been made and it has already been confirmed by Q/A team. Therefore I should let know people that trying to get those will only result to GMs banning you for exploit or if you meet a sympathic gm they'll only remove them from your char

Report them, they'll be force leveld up.
Check the rules about using items without level restriction on twinks.

Kind of. The issue used to be people buying items on the store that had no level restrictions that were actually high level. However, the lucky fishing hat and AGM are perfectly legal to use on a 19 twink despite being godly items.
The issue here is utilizing a bug to get these items. The urn items that is.

In case like this, i hope the staff doesn't remove these items completly from the game. After all, you should still be able to get them in the regular way.

This may take many forms, but all of them are obvious. If you are profiting of any in-game advantage that shouldn't be happening normally, its a bug exploit and the fault for abusing it is yours and whoever is doing it with you. Don't blame the Server, GM's or Developers for it, as it will only get things worse for you. Some examples of bug exploiting:
