This continues from [Guide] Ultimate Mage Theorycraft - Everything is Here! 3.3.5a, read it in full if you haven't.
This Theorycrafting thread is for whatever Cataclysm version Molten is running, and just like it's predecessor, it assumes you are max level, so for Cataclysm that's Lv.85.

179.28 Critical Rating = 1% Critical Chance
128.05 Haste Rating = 1% Spell Haste
102.44 Hit Rating = 1% Hit Chance
- PvP Hit Cap = 410 Rating, 4% Chance
- PvE Hit Cap = 1,742 Rating, 17% Chance
1 Spell Penetration
= 1 Spell Penetration
- 240 Spell Penetration recommended for PvP
648.91 Intellect = 1% Crit Chance
- Base mana of 17,418 at Lv.85, and with the Gnome racial Expansive Mind it is 18,289
- 1 Intellect gives 1 Spell Power, above Lv.80.
Critical
True Critical Rating per 1% Chance
The only main difference since WotLK is that no talents directly modify your Critical Damage like before, but your base modifier starts at 200%. Which is much higher than in WotLK where it was only 150%
However, there are other things that modify your Critical Damage;
Increasing your Critical Damage modifer is tricky, and only works with Frost Mages vs a Frozen target. Frostburn will increase your damage vs all Frozen targets by 2.5% per Mastery, and that includes your Critical Damage modifier. Shatter will add +20% to Frostburn, but only for Frostbolt.
Shatter no longer gives +50% Critical Chance, it now multiplies your current Critical Chance by 3. That means if you have 33% Critical Chance, Shatter would multiply if by 3 and give you 99% Critical Chance vs a Frozen target.

Haste
True Haste Rating per 1% Chance
Mastery
True Mastery Rating per 1 Mastery
Mastery is the new system Blizzard added in Cataclysm, and has different effects for each spec.
Mana Adept is for Arcane, and it increases your damage based on the mana you have unspent.
- The more mana you have, the more damage you will do
Flashburn is for Fire, and it increases the damage of the periodic damage from Fire spells
Frostburn is for Frost, and it increases the damage of your Frost spells against Frozen targets.
Spell Penetration
You need to be able to penetrate resistances from these Classes;
- Shamans
Elemental Resistance Totem +195 Frost & Fire Resistance
- Paladins
Resistance Aura +195 Frost & Fire Resistance
- Mages
Mage Armor +44 Arcane, Frost, & Fire Resistance
Also Racials give Resistances, and they stack with Mage Armor and Paladin/Shaman Aura;
