In front of every goblin city there is a npc that gives rep for that specific town and for the others too but little less, you're just gonna have to stock up a lot of cloth and some materials depending on what town you choose to bring, look for the NPCs outside towns with a daily quest marker.

If the mobs are giving the junkboxes on pick pocket, then I think it should be doable. Might have to make a bug report for the npc winston wolfe to be spawned, though.
