    Your primary objective is to ensure that Flameshock is up at all times. The only time you should cast FS is to refresh it if it's about to expire. Based on the timing in your rotation, you should always cast Lightning Bolt (assuming Lava Lash is on CD) unless FS is going to expire before you finish casting LB; otherwise, you're wasting that GCD time to cast a spell that doesn't add to your DPS.

    Basically this its a matter of OC(Oppurtunity Cost). What you are losing in order to gain something else. In this case lets say u refresh FS with about 6 seconds left. You are gaining a refreshed FS in preparation for LvB but u are losing ~2 LB. In this case along with most other cases you can see tht the refreshing of FS early is a cumulative dps loss over a 2min+ fight.

    Basically, read an article like this (Google Search: "4.3.4 shaman dps rotation"), and then try downloading a damage meters add-on like Recount and practicing on a dummy in a capital city to determine which rotation puts out the most dps based on your current spec, stats and available trinkets. If you wanna be good at something, research and practice. Gogo!

    Also, I forgot to mention that my responses thus far have pertained to PVE. PVP doesn't really have a rotation because you don't normally get to stand there long enough to establish a repetitive rotation.
