Yes my guess is realm transfer is available from higher to lower population realms with a purpose. The population difference is small but it might grow if they open it both ways, so yes you might be angry that you can not go in the higher population server, or to your friend but it is better this way. They will swap it if Deathwing gains more players overall than Ragnaros

Realm Transfers have always been a tool we use to balance populations.
It's not intended to be for player convenience and not sure where you got the idea it was "kek."
