Berserking Enchant not viable?

Recently I enchanted my 79 rogue twink's MH weapon with Berserking, but quickly realized that it solemnly procced in a fight- unlike on my level 80 rogue where it procced nearly every fight. This considered, I'm not sure what I should do in terms of weapon enchants. At 79 I can't really get enough haste to significantly increase my speed (and hence my proc rate), so I'm leaning toward AP enchants, but I'm not sure. Any suggestion for MH and OH enchants?

On a related note, what is the best spec for me at this level? I'm currently Mutilate spec.

Berserking works on my 60 Twink rogue fine. But if you're pvping it would be Berserking and Chain on the OH. If you're Pve you can stack Berserking.
