Hi, I'm thinking about coming back to the server after that big crash where we lost everything(I had a lvl 7x paladin if I recall) and I have a question: is MoP still extremely buggy? and what are the rates on sargaras realm?

Still bugs still mostly incomplete with MoP x7 rate on all realms.

You can have a look at the bug tracker to have a good idea about the current bugs. And like romz mentioned, all the realms are x7 rates.

Sargeras is being closed so you'd want to roll on Frostwolf. Sure there's bugs but there's plenty of stuff that works.
