Blackrock season 5 can't transmog form the Transmog npc

Season 5 player in blackrock can't transmog from the npc even with rating requirement, is this intended or its a bug?

Blackrock s5 is kinda dull and nowhere as active as before, would say transmog is one of the reasons :

Transmog - Disabled ( altho funny that you still can buy Transmog scrolls from item store for your s5 char :)
Consumables- Disabled-
Professions - Disabled
