She is Best specialitation in pvp Frost DW or 2H?

And why?

DW for heavily armored opponents, 2h for clothed. Heavily Armored opponents in PvP have higher physical resistance, and 2h's do a lot of physical damage, so you go DW to avoid that and get more / faster hits in. 2h for weaker opponents because of the opposite reason, they're not as heavily armored.
I myself am sticking to dual wield because there's a lot more heavily armored people in PvP, and when it comes to hacking up less armored, there isn't that huge of a difference. It's more up to you, though.
