Improved Insect Swarm (talent) bug

Hello, the Improved Insect Swarm talent does not work correctly for druid. The manareg introduced with patch 3.3.5b works just fine but the 3% damage/crit buff doesnt work.
I know this is not the right place for bugreports but i cant post in the bugtracker because apparently i need a lvl 20+ character on a non pvp server that i dont have. Would be nice if you could forward this to devs or create a post in bugtracker for it. Thank you in advance :)

Also while we are at it. Can you please change the requirement to post in the bugtracker? Like using total time played or something else instead of lvl 20 on a leveling server? Im only here for PvP not for PvE.

Dont bother about bugtracker, only pve bugs are upvoted (and fixed).
