There is no filter for Global at all now, people spam endlessly with sometimes not even a second break in between and never get muted. Trade, General, LFG etc do have a filter though...if you send 2 messages close together, you get muted...but only for 10 seconds. Though this is on Cata, it could be different for Wrath.
