Shouldn't Inner Focus boost the crit of Shadow word: Pain by 25% and keep it boosted if you refresh it via mind flay? Or is this only true for critical strike rating gains?

Inner Focus doesn't in fact benefit DoTs, and from what I've read, it's supposed to be this way. The only benefit your DoTs get from Inner Focus is that they won't cost mana. Your main spells that are going to benefit from Inner Focus are Mind Flay, Mind Sear, and Divine Hymn.

It does increase the critical chance of the instant damage on Devouring Plague but otherwise it is as DarkenedHue said.
