Where is the Marketplace for POINTS? (Deathwing)

Have they removed the Marketplace for Vote Points making it unpossible for me to spend my VPs for nothing else but Faction or Name change?

they are just going to reduce amount of points earned/spent. They will reduce price of items that was like 50 points to 5 for example. Read it again it explains in detail
