Spirit Bond quick question

Spirit Bond quick question
So I'm in 522ilvl hunter talented with spirit bond. I have about 470k hp which means 3% of my max hp is 14k. Out of combat I get healed by this amount/2sec, but in combat I get only 8k/2sec.
Is this normal or just another bug?
If its normal then sry for this useless topic. :D

Battle Fatigue, passive which reduces healing taken by 55% while in combat(when you are damaged by another player).

sadly it's the case for a lot of people, maybe you're aware enough or curious enough to look through your spellbook but some people don't do that, call them slow learners or w/e but here's an example. it's certainly not a reason to be a d***.
