Possible to level past 60 atm.?

So I am wondering if it is possible to get past 60 at the moment with Outland locked or if they lock the XP for everyone hitting 60.
If they wouldn't lock the XP people are able to level atleast to 65 with either grinding mobs or doing 60 quests.
