Captain Skyshatter and the Netherwings

Could it be that the Captain Skyshatter quest, and maybe the hole fraction of the Netherwings is bugged?
Because i did the quests for Reputation quite a while ago and wanted to get the achievment "Skyshattered" but when i accepted the quest,
all he did was Standing there. So there is no way you can obtain netherwing drakes without having to buy them with coins.
Did someone manage to do that quest? Or am I the only one experiencing that bug?

The faction is not bugged, I got exalted as Alliance not long ago.
If he's flying the quest might be glitchy just like the last part of the chain as Alliance, just try to move after him and eventually it'll work.
