No, it's not normal. You should not miss all your attacks on mobs that are lower level than you.

My first guess would be that you have a broken weapon (i.e. it's durability degraded to 0), and you miss due to low unarmed skill.
And second guess, would be that you have just changed your weapon type, and need to rise your weapon skill particularly with that type.

You're in a spot it can't reach.

If you climb in a spot a mob can't reach and try to kill the mob from there, it'll just stay at the base of said spot and avoid all your attacks.

Is you're weapon skill low with the weapon you're using? If so then yes it's normal for that to happen. if not then something is wrong.

I've seen this a lot on private servers.. Even if you hit a critter it would miss 3-4 times.. (as a low level rogue)
