Character is unable to use spells

My instant lvl 90 is unable to use any spells casting or instants ones even and I cannot use my mounts even.. I tryed relogging, unstuck, dying, deleting cache.

My another characters on the account can still use all their spells

open a ticket In-Game, however what you mean "instant lvl 90"? did you pay for the level up?
what message it appears when you click/press on a spell?
Did you choose a Spec? maybe in MoP you gotta choose a Spec in order to unlock all the spells
Also a screen would be helpful

I got and had a ticket open for hours, but Yeah boosted to 90, No message appers when pressing an spell, I choose boomkin spec.

Basically press a spell the character does all the motions for it but nothing casts even instant spells are not working anymore
