Guild stuck at lvl 21

Bought this guild seems like its stuck at lvl 21, not gaining any expierence whatsoever. What am i not getting?.

It does gain xp just its a visual bug, mouseover that xp bar you'll see numbers then do a quest you will see those numbers change, it is just a visual bug.

I too had a problem like this. My personal guild was at level 2 and got stuck there for 1 week +. Took 1 day to get to level 2 and then this. I raised tickets and everyone told me that it was a visual bug. However after a week or so, with the same amount of activity per day in guild, it suddenly leveled up to 3. And since then its been leveling like 1 level per day. Pretty sure something is fked up, but dont know what.
