Pretty sure it was 77 you learn cold weather....

Yeah, minimum lvl is 77 ;x
And it would be impossbile to quest in Icecrown and Stormpeaks without a flying mount, so they must leave it as it's supposed to be this time.

First char was 77, 2nd was 73 and 3rd was 68 if Im not wrong, or it directly jumpted from 77 to 68...

First time you have to get to 77 to get cold weather flying.

Once you reach 80, you can buy an account-bound tome that teaches it at level 68 and send that to your alt.
