I know it's too early to ask this but I had a question when I was checking which raid was for which tier set: is VoA going to be progressive too? (I mean, Blizzard added 1 boss per arena season in wotlk)

Yes! I really hope it's just like blizzard handled WOTLK and everything is released the same way gear, seasons, raids etc. seems like it will play out that way ! #1 importance to me is the PVP seasons are handles the same such as the end of season rewards.
