Delete character recovery ?

Hello everyone i want to ask how i can recovery my friend character his young brother deleted his character yesterday and is there posible to recovery him ?
We try backup but he give some code in notepad we dont understand how it works ....

Select Realm> Set Currency as Point or Coins> Select service as Character Restoration.
As you can see it is not for "free" and it is avaible only for Char at Max lvl or up to 5 lvl under max lvl ( so for Wotlk realms it will be between lvl 75-80)
