So, where to find these recipies then if i only get shattered gem fragments all of the time when i cast secrets of the stone?

no this recipes are dropped from mobs in Pandaria , for example i got 4 recipes from jade forest btw that drop is randomly so kill everything what you meet :D

Droprate or even droptable for Primal Diamond recipes seems to be so bugged. I have killed thousands of MoP open-world mobs and cleared hundreds of RDF HCs, but have only 7 recipes dropped for half a year and none of them are from RDFs.

So the question is still actual. Is there any exploit to avoid the bug or at least a really good spot to farm them where you can kill dozens of mobs at once and primal diamonds designs are confirmed to be dropped?

On wowhead it says that MSV and HoF drop a lot of primal diamond recipes. So I guess doing these 2 raids is the best way to get them.

Hof bugged now i did 3 runs and no single recipe drop

Yes, I saw the previous post and started to run it. No drops, in fact, no drops of anything, just a small amt of gold.

They are tweaking the drop rates of everything obviously to make things harder to get
