http://www.wowhead.com/quest=24803/kaluak-fishing-derby - maybe timing is wrong - in calendar is the usual 14:00 but NPC appears in about 19:00 server time
and the daily quest http://www.wowhead.com/quest=11668/shrimpin-aint-easy - maybe I didn't find exact spot for bloated fish but still doesn't look obtainable because I tried every lake in zangarmash.

You sure at the right spot? It usually should spawn on first or second. Also only one person per raid lock can do it.
These events aren't scripted, but IIRC all you need in order to get it is a fishing pole from Kalu'Ak reputation.
Just go in any place in Zangarmarsh and spam-fish. It's chance is ******edly small and I as well thought that it's bugged, but it isn't, you just need to spend a lot of time fishing. (Fish from pools).
I have that title so yes, it should still be obtainable.

From what I've heard from a friend, the Kaluak Derby is scripted and works, since he was successfully doing it to get rep for the pole on a lower level twink. IIRC, he said that it doesn't start at the right time, like the OP implied.
EDIT: This was on Ragnaros post-wipe, but it should still hold true for Deathwing too.
EDIT2: Proof. At 60, none of the dailies are possible and the derby is the only way to get rep and consequently, is the only way to get the pole at 60.Edited: December 3, 2015

Still, if you're a level 80, which I assume you are, fastest and easiest way is just to do quests! (Start with Borean -> Dragonsblight -> Howling Fjord)

is not about kaluak reputation and obtaining the pole ( I have the pole since I hit 72 lv)
it's about achieving "Master Angler of Azeroth" which is needed for "Salty title"

I have salty title and I got the kalukak fishing derby through getting the pole from vp. It gives you the achievement automatically. Since they removed it, I have no idea on getting it now. The outland quest took me 3 grueling weeks to complete it while the zangarmadh dungeon was just one try but my friend had to do it multiple times.

We know, the only reason the pole and the rep were mentioned is because I used it as evidence that the derby is scripted. With that said, just win the Kuluak or STV derbies and you'll get the "Master Angler of Azeroth" achievement.

About http://www.wowhead.com/quest=24803/kaluak-fishing-derby -there was server downtime when this guy appeared this Saturday and I missed it ...
About http://www.wowhead.com/quest=11668/shrimpin-aint-easy - I'm spending about 1 hour every day and still no success, but if you say it's working there's a hope :)

That's really strange, I had no issues whatsoever doing this quest a couple of weeks ago, got it done in like 5 minutes.
The thing is that you DO NOT GET THE FISH from the pool but from the trout you fish up. I fished those near the first bridge when you enter Zangarmarsh from Terokkar Forest.

Hello guys,
Labistaja thank you for detailed information I will try this later when I get back home.
As a side note I had "Salty" title on several private servers (will not mention them as it may be considered as a advertising) and on official blizzard servers as well.
By my experience Bloated Barbed Gill Trout is obtainable only at certain spots and they may vary depending on which server we are talking about.
Still I appreciate your help guys-it seems Deathwing have great community after all.
