The clothes (red / green) are crafted with Tailoring.

The boots - Leatherworking.

Will confirm, picked up 2 green hats and a red hat on my lowbie rogue (lv34).

1 of each hat off of random mobs in the world while questing, 1 green hat off of elite trash mobs in RFK.
