WotLK Unable to proceed in Argent Tournament Questline

I'm at the point where I need to do http://www.wowhead.com/quest=13672/up-to-the-challenge
The alliance NPC that gives this quest simply doesn't give it. I put a GM ticket in 16 hours ago and thought this would be a good next step. Any help available?
