Sup peeps. I'm Double <Murmur> Alliance side on Warmane's Lordaeron. I've put through a list to my knowledge is complete in giving you the Hit Cap which is 5% with Nerves of Cold Steel Talent in Frost To which i've capped here to 8% purposly on this list to allow you room to swap peices to what you'd prefer. This list is also 100% Expertise capped 26/26 without gemming/enchanting your gear for hit/exp allowing you to fully gem Strength. (aside for the tear to activate meta) Starting in this gearlist here I was pulling well over 4500 DPS single target on Patchwerk in Naxx25. This list also offers in most cases a way to slot in other peices if you can't obtain peices. If you guys have any questions i'll try to keep tabs here on the forums, but feel free to message me in game. Enjoy and happy hunting.
Head: http://wotlk.openwow.com/item=41386
This helmet is BiS till T7.5 from Kel'Thuzad and easy to obtain since it's crafted by Blacksmiths

47str/.94crit King Ymiron Utgarde Pinnacle
Shoulders: http://wotlk.openwow.com/item=43481
Unfortunately these leather shoulders can't really be replaced. There are some leather shoulders in HCoS, some Plate shoulders with a socket from HGundrak, or non heroic Plate shoulders from HHoL with a socket and Hit rating. Imo going for the Expertise cap is key and you'll have to Socket one of those Heroic shoulders and then get Gloves Enchanted with Expertise if you aren't able to obtain these.

Back: http://wotlk.openwow.com/item=37840
This cloak is from the 2nd boss in HHoL and is needed for Expertise cap. If you're Human and get +3Expertise to Maces/Swords i'd suggest you changing this to Cloak of Bloodied Waters http://wotlk.openwow.com/item=37647 which is a very very nice cloak and also easy to obtain from an Auction House for about 100-200g depending.
Chest: http://wotlk.openwow.com/item=39617
This Chest is obtainable through the Heroism Badge vendor for 80 badges. If you're still gearing towards this peice, there is a chest in HAN:OK (old kingdom) which drops a chest usable till this one drops, or the Hit chest from HGundrak

Bracer: http://wotlk.openwow.com/item=41355
These bracers are INSANE for 187 ilvl and put the rest of the bracers to shame. These bracers are also very very easy to obtain since they're crafted. If these are unobtainable I'd go with Rep Bracers from Wyrmrest Accord.

These gloves are obtained through the Heroism Badge Vendor for 60 Badges.

Waist: http://wotlk.openwow.com/item=37194
We're aiming for Expertise cap here so we're going with this belt which drops from Ingvar the Plunderer in Utgarde Keep. There's also the belt from Keristraza in The Nexus, and the Leather Vendor belt. Both of which would have to have Expertise gems worked in.

Pants: http://wotlk.openwow.com/item=37193
There's no arguing this peice is there? These pants are just way too good. Drops from Ingvar the Plunderer in Utgarde Keep.

Feet: http://wotlk.openwow.com/item=44306
These boots are amazing and extremely easy to obtain from Exalted with Kights of the Ebon Blade which Death Knights are almost revered with by default!

Finger1: http://wotlk.openwow.com/item=37642
Again we're going for Expertise here. This ring is too good to pass up. Drops from Gal'darah in Gundrak.
49agi=.78 crit/4.03exp
Finger2: http://wotlk.openwow.com/item=45690
This ring is 100% required here guys. This ring is basically 8000g from a Vendor in Dalaran. There are 2 rings, one of which you have to buy to be able to upgrade to this ring here. It's about 6800g(exalted) with the 1st ring, and another 1000g(exalted) to upgrade it. This ring also upgrades 2 more times during the expansion and is well worth it for how long it'll be equipped. However, I don't expect everyone to have the gold. Even I don't have this amount at the time of this guide. If this isn't something you can obtain you'll have to gem/enchant Expertise to stay capped and you can pickup the ring from Ormorok the Tree-Shaper from The Nexus, or buy the BoE ring called Signet of Edward the Odd.

Trinket1:http://wotlk.openwow.com/item=37166
This trinket will help get you 8%Hit Capped aswell as offer you a GREAT active. If you're extremely rich then buy a http://wotlk.openwow.com/item=42987
1.68hit
Trinket2: http://wotlk.openwow.com/item=40684
This is by far the best trinket obtainable Pre-Raid.
1.83crit
*DISCLAIMER* DO NOT waste your gold on http://wotlk.openwow.com/item=43573. If you need to sub in a trinket while you're aiming for the two above, http://wotlk.openwow.com/item=37390 is worlds over Tears of Bitter Anguish.
Tears of Bitter Anguish has flat Haste which is okay, but offers a lower proc of 410 Haste. This item also has an ICD (internal cooldown) of 50sec. and also only triggers upon a critical strike. Crits come easy to us, but Meteorite Whetstone offers flat Crit with a higher proc at 444 Haste with an ICD of 45sec. and triggers off of regular white hits. The Whetstone has more of an uptime for a higher value, also since you'll be around 20% crit with this Gearlist the Crit is worth quite alot more to you than Haste will be. It isnt until later where Crit can deminish since we obtain so much passively.
Weapon1: http://wotlk.openwow.com/item=41383
This weapon is Crafted by Blacksmiths and has a higher DPS value than any one hander Pre-raid. This weapon as a Human will also put you over Expertise Cap and if it does, feel free to swap out a peice of expertise gear. I'd reccommend the shoulders or Cloak.
Weapon2: http://wotlk.openwow.com/item=44250
This weapon is very very very easy to get. This weapon is from Kights of the Ebon Blade Revered. You as a DPS will have this rep Exalted for your helmet enchant anyways, and most likely boots. There is a couple of sub weapons like the Axe from Hodir Revered, or from HVH. Both of which have a 440 top end which is 18 higher than this sword. However, this sword is a 2.70 speed 1hander that's extremely easy to obtain and since ATP coefficient depends on your attack speed, all 3 weapons pretty much equal out. You will find no dps gain/loss by using this weapon over others in the Offhand. The DPS in the main hand will however boost your dps very very slightly.
Relic: There's pretty much one choice, and this is the one from your Badge Vendors.
