Do level 80s boost lower levels through dungeons on this server and is that a quick way to level-up?

Indeed, I checked with a GM recently and he didn't say there were any level difference restrictions.

Dungeon boosting can at times be slower than questing. With 7x xp rate, the leveling process is pretty fast. If you focus quest, leveling 71-80 takes about 20-30 minutes per level. You can also buy instant level 80 from the store.

This is also true. If you have a friend willing to boost you, go ahead - it could be fun. Otherwise, I would suggest going through the process of leveling to learn your character along the way.
