Every time I log on and check the dueling area for Horde and Alliance there are always no more than 2-4 people there.

and...leveling alone is actually fun
you can take all the time you want
you can skip boring quests
you can go to try other places

I usually take quests that are marked with orange and red label
its more challenging

Yes that is the servers quite time or the time when the least amount of player are logged on because people have lives outside the game and most the servers players are EU people and I would assume most people play after work so the numbers of players would increase at around the afternoon and evening time.
